9. Brief summary of the mission
9.a Context
Honduras is a participant country of the Forest Carbon Partnership Facility (FCPF) since 2009, whose participants committee has
endorsed Honduras´ RPP in 2013. The country has agreed to work with UNDP as the delivery partner of the World Bank´s FCPF in their
REDD+ readiness process executing a 3,8 million grant. The execution of that grant started in October 2013 with the initiation period,
facilitated by UNDP, using USD 183,350 handed in advance to the country for that purpose. The project document has been signed on
May 30th 2014 for an ammount of USD 3,616,650, thus completing the 3,8 million grant. Implementation of the project has started
thereafter by runnin the inception phase, which finilized by running the inception workshop on november 2014. In addition, the UN-REDD
Programme Policy Board (PB) approved the allocation of USD 3,609,645 for Honduras´ National Programme (NP) at PB13 (November
2014). The UN-REDD agencies togeteher with the Government are working on the preparation of the NP project document.
9.b Findings
1. The UNDP-FCPF project management unit (PMU) hiring process has ended right before the inception workhop. The team is
componsed by: Nelson Ulloa (Project Coordinator); Ana Cáceres (Project Administrator); Vanessa Membreno (KM and events); Wilma
Calderon (IPs); Melania Duran (Safeguards and SE); Amy Lasso (MRV); Lizeth Gomez (M&E); Claudia Espines (Administrative
Assistant); and Ericka Ramirez (Communications). The inception workshop was preceded by capacity building sessions on REDD+ to
harmonize the level of knowledge and understanding in the team.
2. The capacity building sessions prooved to be useful, but also provided a big load of information that needs to be processed by staff
members. They all have now access to data sources and links where they can further read and find REDD+ materials. Capacity
building to the PMU will be provided over the course of the project implementation from UNDP-UN-REDD colleagues.
3. SERNA has designed a “programatic approach” to run different cooperating programs and projects in Honduras, in particular those
where UNDP is engaged. As a result, some technical aligment has been included in the project document but also the administrative
work is also aligned with this idea. For instance, some project staff members are providing services for more than one specific project,
and budgets are being shared (i.e. the communications specialist, M&E, and the project administrator are shared between this project
and an adaptation project).
4. During the capacity building session on MRV, revising the forest definition in the country was identified as a first step to start the
aligment with the UNFCCC guidelines. It was discussed that the country has several definitions of forests.Web links to the relevant
UNFCCC/IPCC guidelines were made available to the MRV specialist.
5. The programatic approach for handling different cooperation programs proposed by SERNA has guided the definition of a common
organigram (Annex 1). According to that composition of staff members and functions, the UNDP-FCPF project has a coordinator who
will report to a “projects coordinator”, who will oversee the full set of UN/UNDP financed projects. Still, within the structure of the
project, the common composition, including a project board and advisory bodies (like multi-stakeholder spaces), is maintained.
6. A meeting to close the mission with Jose Galdamez, Minister of SERNA, and his close advisors, including Roberto Portillo (the New
National Director of Climate Change), was useful to observe a confirmation of the political commitment from the Government to take
forward the REDD+ Agenda in the country.
7. Setting up a joint Project Management Unit (UN-REDD / FCPF) seems to be a reasonable approach in Honduras. This is SERNA´s
preferred option.
9.c Results achieved (key outputs)
1. UNDP- FCPF Project officially launched and 2015 workplan aprooved.
2. First Project Board meeting developed with no delays.
9.d Expected outcomes and impacts
As a result of this mission and related follow up, Honduras has the operative instruments to implement the UNDP - FCPF project in place.
