The Fifth Encuentro:
A Missionary Call for Our Time
Qué afortunados
fueron María y
los doce apóstoles
de ser los primeros discípulos de
Jesús. ¡Imagínense
ser llamados por el
mismo Jesús a ser parte
de su misión de construir
el Reino de Dios en la
tierra! El “Sí” de María y de
los apóstoles a la invitación de
Dios cambió el curso de la historia
y llenó sus vidas de un nuevo significado. Desde entonces,
los cristianos de cada generación somos llamados a ser protagonistas de la historia de salvación, en el lugar y tiempo
que se nos ha dado.
A las generaciones cristianas de hoy nos toca vivir
una época de cambios, o más bien, como lo expresan los
obispos de América Latina, un cambio de época. El Papa
Francisco ha dicho que este cambio de época nos llama a
una conversión no solo personal sino también pastoral. Es
decir, a una manera renovada de vivir y de ser Iglesia. En
la exhortación apostólica La Alegría del Evangelio, el Papa
Mary and the twelve
disciples were so fortunate to be the first followers of
Jesus. Imagine being called by Jesus
himself to take part in his mission of building the reign of God on earth! Their “yes” to
God’s invitation not only filled their lives with
new meaning,
but changed the
course of history. Since that time,
Christians of every generation have been called to be the protagonists of salvation
history in the time and place given to us.
Today, Christians of all generations find themselves in
the midst of a new era, a time of change. Pope Francis
has said that this new era calls us to a conversion that
is not only personal, but also pastoral. In other words,
we are called to a renewed way of living and being as
a Church. In the apostolic exhortation The Joy of the
Gospel, Pope Francis tells us that we are to be a “Church
which goes forth,” that is, a Church that reaches out to
others, particularly to those on the margins of society and
of the Church.

Francisco nos dice que estamos llamados a ser una “Iglesia
en salida”, una Iglesia que sale al encuentro de los demás,
sobre todo de quienes viven en las periferias de la sociedad
y de la misma Iglesia.
Me siento muy afortunado de vivir este cambio de
época en Estados Unidos, y de ser parte de una iniciativa
que desea responder este llamado de Papa Francisco. Esta
iniciativa es el V Encuentro Nacional de Pastoral Hispana,
cuyo lema es Discípulos Misioneros: Testigos del Amor de
Dios. Convocado por los Obispos de los Estados Unidos,
como un verdadero proceso que lleva a la conversión pastoral, el V Encuentro es un movimiento del Espíritu Santo,
que surge de la experiencia de fe del pueblo hispanolatino.
El V Encuentro es una jornada de intensa evangelización y
consulta que comienza en enero de 2017 en más de 5,000
parroquias, y concluye en diciembre de 2020. En esta
temporada de Adviento, el V Encuentro invita a todos los
líderes de la Iglesia a ser discípulos misioneros, sobre todo,
convocando a la juventud hispanolatina, la cual constituye
el segmento más númeroso de la población católica en
Estados Unidos.
Para comprender mejor el contexto y las implicaciones
del V Encuentro en la Iglesia de Estados Unidos, ofrezco,
por este medio, dos breves reflexiones. La primera reflexión es sobre la historia de los encuentros nacionales de
pastoral hispana, en la cual he participado personalmente
desde el proceso del Tercer Encuentro que inició en 1983.
En el próximo número de Liturgia y Canción, incluiremos
la segunda reflexión, cuyo enfoque es la metodología del V
Encuentro; se inspira en el pasaje bíblico de los Caminantes
de Emaús (Lucas 24, 13–35) y en la exhortación apostólica
La Alegría del Evangelio, que enfatiza el llamado del Papa
Francisco a vivir una pastoral de encuentro, para crear la
cultura del encuentro.
I am fortunate to live in this era of change in the
United States, and to be part of an initiative that
responds to Pope Francis’ call. Convened by the United
States Bishops, this initiative is called the Fifth National
Encuentro for Hispanic/Latino Ministry, and its theme is
Missionary Disciples: Witnesses of God’s Love. Like any
true process of pastoral conversion, the Fifth Encuentro
is a movement of the Holy Spirit to pastoral conversion,
emerging from the experience of faith of the Hispanic/
Latino community. The Fifth Encuentro is a four-year
journey of intense evangelization and consultation in over
5,000 parishes, beginning in January 2017 and ending in
December 2020. This Advent season, the Fifth Encuentro
invites all leaders of the Church to be missionary disciples, but focuses especially on Hispanic/Latino youth,
the group which constitutes the most numerous segment
of the Catholic population in the United States.
In order to better understand the context and implications of the Fifth Encuentro in the US Church, I would like
to offer two brief reflections. The first reflection is about
the history of the national Encuentros of Hispanic ministry. I have been blessed to participate in the Encuentro
process since the Third Encuentro took place in 1983.
Appearing in the next issue of Liturgia y Canción, my
second reflection will focus on the methodology of the
Fifth Encuentro, inspired by the biblical passage about
the Road to Emmaus (Luke 24: 13–35) and the apostolic
exhortation The Joy of the Gospel, emphasizing Pope
Francis’ call to be missionary disciples in order to create
a culture of communion.
The History of the National Encuentros
for Hispanic Ministry
The Encuentro process had its start in 1970, coming out
of the pastoral vision of the Second Vatican Council. The
US bishops aimed to apply the guidelines of the council
to Hispanic ministry. The Encuentros are pastoral processes of evangelization, consultation, and discernment
that help the Church better respond to the Hispanic/
Latino people, strengthening Catholic Hispanic/Latino
leadership in the life of the Church and society.
The First Encuentro took place in 1972 with the participation of 200 ministerial leaders and bishops. The
First Encuentro was like a spark that lit the pastoral zeal
of the Church to respond in a more integral way to the
growing Hispanic population that was on the periphery
of the Church at the time. After two years of intense
consultation and theological reflection, the Second
Encuentro took place in 1977 with the participation

Los encuentros surgen en Estados Unidos a principio de los
70s como un proceso eclesial para recibir y aplicar los lineamientos del Concilio Vaticano II en la pastoral hispana.
Los encuentros son procesos de evangelización, consulta y
discernimiento pastoral que ayudan a la iglesia a responder,
de mejor manera, al pueblo hispanolatino, al tiempo que
fortalecen el liderazgo católico hispanolatino en la vida de
la iglesia y la sociedad.
El Primer Encuentro se llevó a cabo en 1972 con la participación de 200 líderes y obispos. El Primer Encuentro
fue como una chispa que encendió el celo pastoral de la
Iglesia para responder, de manera más integral, a la cre-

ciente población hispana que se encuentra en la periferia
de la Iglesia. Después de dos años de intensa consulta
y reflexión teológico-pastoral, el Segundo Encuentro se
llevó a cabo en 1977 con la participación de 1,200 líderes
y obispos. Sus frutos principales incluyeron: a) La toma
de conciencia de que el pueblo católico hispano tiene su
propia identidad y protagonismo en la vida de la Iglesia
y en la sociedad estadounidense, como un Pueblo de Dios
en Marcha; b) La promoción y vivencia de un modelo de
Iglesia evangelizadora, comunitaria
y misionera como el más adecuado para responder a las
necesidades, aspiraciones y contribuciones
de un pueblo hispano
creciente.
El
Tercer
Encuentro
se
llevó a cabo en
1985, con la
participación de
1,200 líderes,
después de un
proceso de evangelización y consulta que involucró
a más de 600,000
hispanos de todo el
país. En aquel entonces,
yo trabajaba en una parroquia
y tuve la gracia de ser parte del
proceso del Tercer Encuentro. Fui elegido como joven
delegado para representar a mi parroquia en el encuentro
diocesano, y elegido como delegado de mi diócesis a nivel
regional. También fui elegido para representar a la Región
del Noroeste en el Encuentro Nacional, nominación que
no acepté, pues mi plan era regresar a mi país y preferí
dejar el lugar a otra persona. En aquellos tiempos, no sabía
que ya formaba parte de un movimiento muy importante
y transformador en la vida de la Iglesia. Tampoco me
imaginé que me quedaría a vivir permanentemente en los
Estados Unidos, y que estaba siendo llamado a ser un líder
de la pastoral hispanolatina a nivel nacional. Fue durante
el proceso del Tercer Encuentro que yo recibí mi llamado
y mi formación pastoral.
Los frutos del Tercer Encuentro incluyen: a) El reconocimiento del pueblo hispano como una voz profética que
contribuye gran riqueza a la vida y misión de la iglesia; y,
b) El desarrollo y promulgación del Plan Nacional Pastoral
of 1,200 leaders and bishops. Their principal outcomes were: a) An increased awareness that Catholic
Hispanics are a people with their own identity, with
unique contributions to the Church and society in the
United States as people of God on a mission; and b)
The promotion of an ecclesial vision that is evangelizing, communitarian, missionary, and better responds to
the needs, aspirations, and contributions of a growing
Hispanic presence in the country.
The Third Encuentro was held in 1985, with the participation of 1,200 ministerial leaders, after a process of evangelization and consultation
involving over 600,000 Hispanics
throughout the country. At that
time, I was working at a parish
and had
the opportunity to be part
of the Third
Encuentro. I
was chosen
as a young
delegate
to
represent my
parish on the diocesan Encuentro,
and then chosen to
represent the diocese
for the regional Encuentro.
Later, I was chosen again
to represent the Northwest in the
National Encuentro, but did not accept the
nomination because I had planned to move away from
the United States and return to Mexico. At the time, I was
not fully aware that I was taking part in such an important
and transformative movement in the life of the Church.
Nor did I imagine that I would permanently stay in the
United States, called to be a leader in Hispanic/Latino
ministry at the national level. It was during the process of
the Third Encuentro that I received my own vocation and
began formation in pastoral ministry.
The main outcomes of the Third Encuentro included:
a) The emergence of the Hispanic people as a prophetic
voice, contributing a great richness to the life and mission of the Church; and b) The development and promotion of the National Pastoral Plan for Hispanic Ministry,
providing the vision, objectives, and strategies to carry
out Hispanic ministry, giving way to new pastoral initiatives for Hispanic communities in thousands of parishes
across the United States.

da luz verde a la multiplicación de iniciativas pastorales
hispanas en la mayoría de las diócesis y en miles de parroquias en Estados Unidos.
El IV Encuentro es distinto a los tres primeros, pues no
fue un proceso de consulta y discernimiento de la pastoral
hispana. Más bien, el pueblo hispano se hizo anfitrión de
la celebración nacional del Año Jubilar 2000 de toda la
Iglesia Católica en los Estados Unidos.
Bajo el lema Encuentro 2000:
Muchos Rostros de la Casa de
Dios, contó con la participación
de 5,300 líderes y obispos.
Luego realizamos el
Primer Encuentro Nacional
de Pastoral Juvenil Hispana,
el cual se llevó a cabo en
2007, con la participación
de 2,000 jóvenes, asesores
y obispos, después de un
proceso de consulta de 18
meses. Sus frutos principales
fueron: a) Enfatizar la importancia de la juventud hispana
en la vida y misión de la Iglesia
y, b) Iniciar la articulación de la
pastoral juvenil hispana de manera
más sistemática e integral.
Es importante mencionar que el V
Encuentro se asemeja más a los primeros
tres encuentros, los cuales incluyeron un p r o c e s o
intenso de evangelización y consulta. El objetivo principal
del V Encuentro es llevar la Buena Nueva de Jesucristo a
millones de hispanolatinos que aún no han sentido la ternura de Dios y el abrazo maternal de la Iglesia, sobre todo
la juventud. El punto más alto de esta jornada de fe será
la celebración de un Encuentro Nacional en Grapevine,
Texas, del 20 al 23 de septiembre de 2018, el cual contará
con la participación de más 3,000 líderes y obispos representando la gran mayoría de las diócesis de todo el país.
El V Encuentro será de mayor impacto que los encuentros
anteriores, pues el pueblo hispanolatino constituye hoy en
día casi la mitad de los 70 millones de católicos que viven
en los Estados Unidos. El V Encuentro involucrará a:
1,000,000 + de católicos participarán
20,000 + líderes emergentes serán identificados
5,000 + parroquias
175 + Diócesis
The Fourth Encuentro was different from the first
three in that it was not a process of consultation and
discernment specifically for Hispanic ministry. Rather,
the Hispanic/Latino Catholic community was called
upon to host the national celebration of the Jubilee
Year 2000 for the whole US Church. Under the banner
Encuentro 2000: Many Faces in God’s House, 5,300
leaders and bishops participated in the Jubilee Year
celebration.
In 2007, the first National Encuentro of Hispanic
Youth Ministry took place with the
participation of 2,000 young adults,
advisors, and bishops, after an
eighteen-month process
of consultation. Its principal outcomes were:
a) An emphasis on
the importance of
Hispanic youth in
the life and mission of the
Church, and b) An articulation of
Hispanic youth ministry in a more
systematic and holistic way.
It is important to mention
that the Fifth Encuentro
is more similar to
the first three
Encuentros,
which included
an intensive process of
evangelization and consultation. The
main objective of Fifth Encuentro is to bring the good
news of Jesus Christ to the millions of Hispanic/Latino
people who have not yet felt the tenderness of God’s
love and the maternal embrace of the Church, among
the youth in particular. The journey of faith will culminate
in the national Encuentro celebration in Grapevine, Texas,
from September 20 to September 23, 2018. In this celebration, more than 3,000 delegates and bishops will
participate, representing the majority of dioceses in the
United States. The Fifth Encuentro is projected to have
the greatest impact of any Encuentro to date because
almost half of the seventy million Catholics living in the
United States is Hispanic/Latino. The Fifth Encuentro will
involve:
1,000,000 + Catholics participating
20,000 + emerging leaders will be identified
5,000 + parishes
175 + dioceses

Los encuentros nacionales han sido la columna vertebral
que estimula y sostiene la visión y desarrollo de la pastoral
hispana. Su realización ha logrado grandes cambios en la
vida de los hispanolatinos y de la Iglesia católica en general. El V Encuentro es posiblemente la iniciativa nacional
con más potencial misionero en Estados Unidos durante los
próximos cinco años. Además, el V Encuentro es la manera
concreta de ver cómo la iglesia en Estados Unidos se
adhiere al llamado de llevar a cabo una Misión Continental,
promulgada por los obispos de América Latina en 2007.
Quiero terminar esta reflexión recitando la Oración del
V Encuentro Nacional de Pastoral Hispana:

The national Encuentros have been the spine of
Hispanic/Latino ministry in the United States, stimulating
and sustaining its vision and development. Their celebration has achieved great changes in the lives of Hispanic/
Latinos and in the Catholic Church in general. The Fifth
Encuentro is possibly the national initiative of greatest
missionary potential in the United States over the next
five years. In a concrete way, the celebration of the Fifth
Encuentro answers the call to carry out a Continental
Mission, promulgated by Latin American Bishops in 2007.
I would like to finish this reflection with a prayer for the
Fifth Encuentro:
Dios misericordioso,
Tú que saliste al encuentro
de los discípulos de Emaús,
concédenos un espíritu misionero
para salir al encuentro
de nuestros hermanos y hermanas,
unirnos a su caminar cotidiano,
escuchar sus tristezas y alegrías,
encender sus corazones
con el fuego de tu Palabra,
prepararlos a reconocerte en la Eucaristía
y enviarlos como discípulos misioneros
a compartir la alegría del Evangelio
a generaciones presentes y futuras
de toda raza, lengua y cultura.
God of Mercy,
You that went out to encounter
the disciples on the road to Emmaus,
grant us a missionary spirit
and send us forth to encounter
our brothers and sisters,
to walk along beside them,
listen to their hopes and dreams,
rekindle their faith
with the fire of your word,
prepare them to recognize you
in the Eucharist
and send them as missionary disciples
to share the joy of the Gospel
to current and future generations
of every race, language and culture.
