PUAD 6505 - POLITICS AND PUBLIC ADMINISTRATION

The course will:

Discuss the challenges of democratic governance and foster an informed debate on
issues of public administration as they relate to the political system.
Encourage a critical analysis and an informed discussion of the challenges and
opportunities faced by public administration systems, focusing on Puerto Rico.
Polish the students’ skills for analyzing public policies, evaluating legislative bills
and proposals from the Executive Branch, and formulating proposals of
government reform.
Understand the different sectors of the civil society that influence the formulation
of public policy.
Analyze political party structures and their relation to government powers.
Address the role of ethics in the conflict between political parties and government
Evaluate government bureaucratic structure, specifically understanding the
processes which enable decision-making and formulating administration policies.
Course Description
Analysis of political and governmental activities vis-à-vis the institutions and groups that influence
public policy decisions. Includes an examination of the control of such activities through the
representative process, government structures, political parties, and special-interest groups.
Discussion and analysis of modern bureaucracies and their roles in the formulation and
implementation of public policy.
