Contexto y Antecedentes

El Programa de las Naciones Unidas para el Medio
Ambiente (PNUMA), ha puesto en marcha el proyecto de Desarrollo de Capacidades para el Mecanismo de Desarrollo Limpio, con apoyo financiero
del Gobierno de Holanda. El UCCEE-RISØ (UNEP
Collaborating Centre on Energy and Environment)
es la organización de apoyo contratada por el PNUMA, para implementar dicho proyecto. Fundación
Bariloche es el centro regional de excelencia, responsable de las actividades en América Latina.
Esta acción está destinada a identificar e implementar proyectos de reducción de emisiones de GEI
que sean consistentes con las metas nacionales de
desarrollo sustentable, particularmente en el sector
energético. Se orienta al desarrollo de las capacidades nacionales necesarias para analizar los méritos
técnicos y financieros de los proyectos y de negociar
los acuerdos de financiamiento con países Anexo I o
inversores. Doce países han sido seleccionados para participar en el proyecto, bajo la coordinación de
cuatro Centros Regionales. Por América Latina participan Bolivia, Ecuador y Guatemala.
Objetivos

El principal objetivo del Seminario, a la vez de abordar temas específicos relacionados con la implementación del MDL, es brindar una visión integral
del contexto global, y analizar la capacidad para actuar al interior de la región. Este enfoque tiene por
objetivo interpretar, no sólo los aspectos clave involucrados en este mecanismo, sino también las que
se esperan sean sus principales fuerzas impulsoras
a nivel global y en América Latina.
Background and Context
Financially supported by the Dutch Government,
the United Nations Environment Programme (UNEP)
has launched the project Capacity Development for
the Clean Development Mechanism. The UCCEERISØ (UNEP Collaborating Centre on Energy and
Environment) is the supporting organisation contracted to implement the project. Bariloche Foundation is
the regional centre of excellence, responsible of the
activities in Latin America.
This action will help to establish GHG emission
reduction projects that are consistent with national
sustainable development goals, particularly projects
in the energy sector. It will develop national capabilities of analysing the technical and financial merits of
projects and negotiating possible finance agreements with Annex 1 countries or investors. Twelve
countries have been selected to participate in the project, coordinated by four Regional Centres. Bolivia,
Ecuador and Guatemala are the Latin American countries participating in the project.
Objectives
The main objective of the Seminar –more than to
focus on specific technical issues related to CDM
implementation– is to give a comprehensive view of
the general global context and to analyse the
capacity for actions in the region. This approach try
to understand, not only the key issues involved in
the mechanism, but also its expected main driving
forces at the global level and in Latin America.
El Seminario contribuirá a generar las condiciones
para una interacción sinérgica, identificando en primer lugar las prioridades y necesidades comunes
de desarrollo a nivel regional, su relación con la sustentabilidad y con las necesidades de transferencia
de tecnología y, en segundo lugar, examinando la
contribución del MDL a la sustentabilidad no sólo a
nivel global, sino también a nivel regional y local.

include:

b. El Proceso de Negociación sobre Cambio Climático en el corto y mediano plazo y el Papel de
América Latina en ese Proceso.
c. Una Visión sobre la Agenda Propia de Prioridades de Desarrollo para América Latina.
d. Desarrollo, Adaptación y Transferencia de Tecnología: a la búsqueda de opciones sustentables.
e. La Potencial Contribución de los Proyectos MDL
a la Sustentabilidad Local, Regional y/o Global.
a. Globalisation Process and its relationships with
Sustainability.
b. Climate Change Negotiating Process in the short
and middle term future, and the Role of Latin
America in this Process.
c. Latin American point of view about its own
Development Priorities Agenda.
d. Technology transfer, development and adaptation: looking for sustainable options.
e. The Potential Contribution of CDM Projects to
Global, Regional and/or Local Sustainability.
Como principal resultado del Evento, se registrarán
las actas completas del Seminario para su edición y
publicación, con el acuerdo explícito de los autores
y expositores.

The seminar will help to provide the conditions for a
synergistic interaction, to understand, in first place,
the common development priorities and necessities
at regional level, its relation with sustainability key
issues and with the technological development and
transfer needs and, in second place, to exanimate
the contribution of CDM to sustainability not only at
global level, but mainly at regional and domestic level.
Tanto las ponencias como el material a distribuir se
desarrollarán en idioma Español.
Expected results
As the main output from the Seminar, the complete
proceedings of the workshop will be registered for
latter edition and publication, with the explicit agreement of the authors and panellists.
Language
Not only the presentations but also the material that
will be distributed, will be develop in Spanish.
