Mejores prácticas sobre la administración del dinero para
las organizaciones de voluntarios en las parroquias.

En los últimos meses he recibido preguntas sobre el manejo de
los fondos recaudados por diversas organizaciones de voluntarios parroquiales. Espero que este pequeño artículo ayude a aclarar cualquier duda, y así puedan hacer los cambios necesarios a
fin de iniciar el nuevo año con el pie derecho.
En primer lugar, es importante recordar que todo el dinero recaudado en nombre de la Iglesia – en una venta, rifa u otro, ya
sea en el estacionamiento de la iglesia o en el centro comercialpertenece a la iglesia. Eso significa que si se utiliza el nombre de
la iglesia el dinero debe ser entregado a la iglesia. De no hacerlo,
podría dar lugar a consecuencias fiscales y legales.
Todos los eventos de recaudación de fondos y la
gestión de los fondos, deben de ser aprobadas primero por el párroco de la iglesia. No es necesario que
las organizaciones o grupos de voluntarios parroquiales abran una cuenta bancaria separada. Simplemente, pueden remitir el dinero recaudado a la parroquia. El dinero se deposita en la cuenta bancaria de
la parroquia y la transacción queda registrada en los
estados financieros de la parroquia para el evento
específico.
Las parroquias tienen un comité de finanzas, que
trabaja como asesor del párroco en la toma de decisiones financieras. Pero en última instancia, el párroco (o Administrador de la Parroquia) es el responsable de toda la actividad financiera de la parroquia y el comité de
finanzas proporciona supervisión financiera.
Acá les comparto una lista de mejores prácticas:
- Cada vez que el dinero cambia de manos, ya sea entre individuos o entre una organización de voluntarios de la parroquia
y la parroquia -no importa la cantidad- debe haber un recibo
por escrito que reconozca la transacción. El recibo puede ser
en forma de un tiquete de entrada de efectivo, formulario de
inscripción, boleto para un evento, declaración de contribución, carta de impuestos, estado de cuenta impreso del sistema financiero de la parroquia, etc.
- Todo el dinero recaudado por las organizaciones de voluntarios de la parroquia se deposita en la cuenta bancaria de la
Parroquia.

Best Practices on money management for parish volunteer
organizations.

In recent months I have received questions regarding the handling of funds raised by various parish volunteer organizations. I
hope this little article helps clarify any doubts so the necessary
changes can be made in order to start the New Year on the right
foot.
First of all it is important to remember that all the money collected on behalf of the Church - whether it is a sale, raffle, or other,
or is in the parking lot of the church or the mall - it belongs to
church. That means that if you use the name of the church the
money needs to be given to the church. Failure to do this could
result in tax and legal consequences.
The Pastor must approve all fundraising events and managing of funds.
There is no need for Parish volunteer
organizations to open a separate bank
account. They can simply remit the
monies collected to the parish. The
money is deposited into the parish
bank account and the transaction is
recorded on the parish financial statements for the type of event.
Parishes have a finance committee,
which works as an advisor to the Pastor in making financial decisions. But
ultimately the Pastor (or Administrator of the Parish) is the person responsible for all parish financial activity and the finance
committee provides financial oversight.
Here is a list of some best practices:
- Every time money changes hands between individuals or between a parish volunteer organization and the parish -no matter the amount- there should be a written receipt acknowledging the transaction. The receipt can be in the form of a cash
receipt ticket, registration form, ticket to an event, contribution statement, tax letter, statement print-out from the parish
financial system, etc.
- All money collected by parish volunteer organizations is deposited into the Parish bank account.
- Cuando el dinero se recoge y se entrega a la parroquia, se crea
un registro en el sistema financiero de la parroquia para asegurarse de que el dinero se utiliza exclusivamente para ese propósito.
- Parroquias con una significativa presencia hispana o de otro
tipo de grupo, tienen un miembro bilingüe de esa comunidad
sirviendo en el comité financiero de la parroquia, el cual posee
experiencia en negocios o conocimiento en finanzas. El individuo sirve como enlace entre el grupo y el resto de la comunidad
parroquial.
El depositar todo el dinero recaudado a una cuenta bancaria a
nombre de la iglesia y no a nombre de una persona (o guardarlo
en una bolsa en la casa de alguien), permite la transparencia en su
uso, a la vez que garantiza que se utilizará legalmente y de acuerdo a la política establecida.
Tener cuentas de banco a nombre de un individuo o grupo sin un
estatus legal de caridad (o tener el dinero en efectivo), implica
grandes riesgos. Como podrían ser: perderlo, que se utilice para
otros fines, etc. También hay riesgos de seguridad personal y financiera para la persona que
tiene el dinero en efectivo o que abre una
cuenta fuera de la iglesia.
He aquí algunos ejemplos:
- Si crea una cuenta en nombre de un grupo de
oración, grupo Guadalupe, grupo juvenil, etc.,
pero el número de seguro social o número de
identificación del contribuyente se utiliza para
abrir la cuenta bancaria no es el número de la
iglesia, sino el suyo, el gobierno puede ver
que usted tiene dinero extra por el cual usted
tendrá que pagar impuestos, además de explicar cómo fue adquirido. Para ellos y para
nosotros lo importante no es el nombre de la cuenta, sino el número de identificación de contribuyente asociado a la cuenta.
- Si usted guarda el dinero en efectivo y no lo entrega de inmediato a la iglesia, usted pone en peligro a su persona su familia,
puede perder el dinero, puede poner su reputación en tela de juicio, etc.
- When money is collected and turned over to the parish, a record is created in the parish financial system to make sure that
the money is used exclusively for that purpose.
- Parishes with a significant Hispanic or other community have a
bilingual member of that community who has a business or
financial background serve on the parish finance committee. The individual serves as a liaison to improve the line of
communication within the parish community.
When all the money collected gets deposited in a bank account in
the name of the church and not on behalf of an individual (or is
kept in a bag in someone’s house), this allows for transparency in
its use, it is used legally and according to policy.
Having accounts in the name of an individual or group without a
legal charity status (or having the money in cash), involves great
risk, it could get lost, used for other purposes, etc. There are also
safety and security risks for the person that has the money in cash
or opens an account outside the
church.
Here are some examples:
-If you create an account on behalf of
a prayer group, Guadalupe group,
youth group etc., but the social security number or taxpayer identification
number used to open the bank account is not the church’s number but
yours, the government may see that
you have extra money that you have
to pay taxes on, plus you will also
have to explain how you acquired it.
For them and for us what matters is not the name of the account,
but the taxpayer identification number associated with the account.
-If you keep the money in cash and don’t give it right away to the
church, you could have the risk of putting yourself and your family

dinero en efectivo que no ha sido reportado o no está siendo manejado por la parroquia, por favor, no espere más, evite complicaciones y hable con su párroco. Él es la persona más indicada
para ayudarle a hacer las cosas bien y estar en conformidad con
las políticas de la iglesia y del estado.
If you currently have a group account, or money in cash that has
not been reported or is not being managed by the parish, please
do not wait anymore, avoid any complications and talk with your
Pastor. He will be the best person to help you to do the right thing
and be in compliance with the church and state policies.

del matrimonio
El Subcomité para la Promoción y Defensa del Matrimonio de
La Conferencia de Obispos Católicos de los Estados Unidos
(USCCB) ha lanzado el tercer video de su serie de catequesis
para la promoción y protección del matrimonio como la unión de
un hombre y una mujer. El Matrimonio: Hecho para el amor y la
vida es un video de 30 minutos en español con subtítulos en inglés, que va acompañado de una guía de estudio bilingüe.
El video y otros materiales educacionales de la iniciativa El Matrimonio Único y con Razón están disponibles en la internet en

New Spanish DVD Resource on the Unique Meaning of
Marriage
The U.S. Conference of Catholic Bishops’(USCCB) Subcommittee for the Promotion and Defense of Marriage has released
the third video in its catechetical series for the promotion and
protection of marriage as the union of one man and one woman.
El Matrimonio: Hecho para el amor y la vida (Marriage: Made
for Love and Life) is a 30-minute film in Spanish with English
subtitles, accompanied by a bilingual study guide.
The videos and other educational materials are available online
at www.marriageuniqueforareason.org and in Spanish,
www.elmatrimoniounicoyconrazon.org and are available for
purchase at www.usccbpublishing.org.
But can get one free!! The Office of Hispanic Ministry has 4
sets available for a parish in need. The request needs to be sent
